It is Bharat Nagar and the state plans to make it Shanghai by developing the infrastructure to that level. For instance, a Business Park is there on the agenda.

Dr. Ahmadi comes out with a book that mentions the consequences of the development — as the State ignores the poor in its quest of making the city another Shanghai. A bookstore that keeps the copies of the book is destroyed by the mob. Ahmadi comes to the city to give a speech and while doing so, he is attacked and is taken to a hospital. Shalini, a former student of Ahmadi believes that the attack was well planned.
